Flicky: Level Select
Hold Up, the X button (the circle button for the PS2), the B button (the square button for the PS2), and the Start button when you start a game; then released the buttons when you are at the round menu, and press up or down to change the round number.

If you want hints for a certain game just leave that particular game running for at least 3 hours. Now when you exit out of the game, and check the cheat menu you will be able to see the cheats for that particular game.

To unlock Blue Spheres you must load Sonic the Hedgehog and Sonic 3D Blast 20 times each.

Unlock Knuckles in Sonic 2
To unlock Knuckles in Sonic you must load Sonic the Hedgehog 2 and Sonic the Hedgehog Spinball 20 times each.

Unlock Sonic 3 & Knuckles
To unlock Sonic 3 & Knuckles you must load Sonic the Hedgehog 3 and Sonic & Knuckles 20 times each.

Unlock Flicky
To unlock Flicky you must load Dr. Robotnik's Mean Bean Machine 30 times.

Unlock Ristar
To unlock Ristar, load Blue Sphere, Flicky, Knuckles in Sonic 2, and Sonic 3 & Knuckles 30 times each.

Unlock comix zone
To unlock comix zone you must load all the Genesis games 50 times.

Unlock The Ooze
To unlock The Ooze, you must have Knuckles in Sonic 2, Sonic 3 & Knuckles, Blue Spheres, and Flicky unlocked already.
